Beyond Biomedical Hegemony: Towards an Integrated Framework for Traditional and Allopathic Medicine in Zambia's Quest for Universal Health Coverage

Abstract
Healthcare systems globally encompass diverse paradigms of healing and wellness. In Zambia, the prevailing biomedical model operates under a framework that implicitly delegitimizes traditional medical practices, reinforced by religious discourses that conflate indigenous healing with sorcery (Sugishita, 2009). However, empirical evidence challenges this exclusionary approach. The World Health Organization (WHO) estimates that over 80% of Zambia's population, consistent with broader African trends, relies on traditional medicine for primary healthcare needs (WHO, 2003). Traditional medicine offers distinct advantages: geographical accessibility, cultural congruence, economic affordability, and holistic approaches to wellbeing that address physical, social, mental, and spiritual dimensions simultaneously. Despite systematic denigration rooted in colonial legacies and religious proselytization, traditional medicine remains inextricably woven into the fabric of Zambian society. Preliminary scientific investigations increasingly validate the therapeutic efficacy of numerous indigenous pharmacopoeias. Concurrently, Zambia grapples with severe healthcare access disparities, with rural communities often situated beyond 50 kilometers from the nearest biomedical facility, coupled with a critical shortage of medical practitioners (Ministry of Health Zambia, 2021). This paper argues that recognizing the complementarity between traditional and allopathic medicine within a robust regulatory framework represents not merely a pragmatic necessity but an imperative for achieving universal health coverage. It examines the historical trajectory, contemporary utilization patterns, legal lacunae, and impediments to integration, proposing a comprehensive framework for harmonizing these parallel healthcare streams to optimize population health outcomes.
