Abstract

Artificial intelligence (AI) is becoming a visible component of U.S.-Vietnam relations, but diplomatic alignment, institutional arrangements, operational delivery and developmental outcomes are different empirical claims. This article examines whether shared priorities have produced identifiable implementation mechanisms and observable technological activities. It integrates policy convergence, collaborative governance, absorptive capacity and asymmetric interdependence into a four-dimensional assessment framework. A bounded, purposively selected corpus of 14 publicly identifiable policy, corporate, government and independent-reporting documents issued between 2021 and October 2026 is assessed using transparent coding and source-strength rules. The comparison of four initiatives identifies differing levels of substantiation: FPT's AI Factory has reported deployed infrastructure and subsequent operating metrics; the government–NVIDIA arrangement and Qualcomm research centre demonstrate institutional activity but reveal limited independently assessed research outcomes; and FPT–Qualcomm cooperation remains primarily documented at agreement level. The three propositions receive qualified or unresolved support rather than being presented as causal proof. The study contributes a replicable distinction between observable implementation and demonstrated domestic capability formation, with implications for evaluating asymmetrical technology partnerships beyond this case.
