I. INTRODUCTION
It is obvious that the performance of public sector organizations in service delivery provision in Nigeria is very low. This will not be unconnected to the fact that, the government officials (personnel) who are saddled with the responsibilities of providing services to the people are ineffective and inefficient. Hence, this personnel working in government establishments, ministries, and/or agencies are unable to provide quality services to the populace largely as a result of inappropriate human resource policies and programs and/or their misapplications in the Nigerian public sector.
