Abstract

Brain drain is the sustained emigration of skilled professionals from a home economy in pursuit of higher remuneration and career opportunities abroad. It represents one of the most intractable structural challenges facing developing subnational economies. This article investigates how artificial intelligence (AI)-enabled institutional innovations can attenuate brain drain in the context of the Johor-Singapore border region, with specific reference to the Regional AI Hub (RAIH) initiative. Drawing on feasibility data from the Institut Dato’ Onn Research Centre encompassing approximately 10,000 Malaysian small and medium enterprises (SMEs) and extensive stakeholder consultation, the study analyses three complementary retention mechanisms. These mechanisms include cross-border joint venture structures, AI-facilitated hybrid work models, and AI-powered workforce management platforms. Approximately 300,000 Malaysian professionals commute daily to Singapore, creating a wage differential estimated at 3.5 times the Johor equivalent. RAIH aims to retain 54,000 skilled professionals, projected to contribute RM27.5 billion to Johor's gross domestic product (GDP) by 2030. This projection is supported by new scenario analyses and quantitative modelling introduced in this study to ensure robust economic forecasting. The article demonstrates that AI-enabled workforce management tools address not only wage gaps but also the non-monetary dimensions of location choice, including career development trajectories, work-life balance, and housing affordability. The study further examines the SME talent ecosystem, identifying systemic barriers to AI adoption that spread skills deficits and constrain the creation of high-quality local employment. Policy implications for border region economies in Southeast Asia and beyond are discussed.
