Strategic Approaches to Construction Project Management and Their Impact on Time, Cost and Quality Performance A Survey Based Study

Abstract
The construction industry is a significant player in national development and has been facing long-lasting challenges of schedule delays, cost overruns and quality problems. This research focuses on strategy-based project management of construction professionals in the Philippines and how that project is managed in time, cost and quality. It also investigates the moderating effect of the National Building Code of the Philippines (Presidential Decree No. 1096) on the project. Data were collected from fifty construction practitioners and the descriptive statistics and correlation analysis were conducted to assess the impact of implementation of the National Building Code of the Philippines on the project implementation. We found that strategic management practices are applied in a comprehensive manner and the most prevalent are project planning, risk management and experiential learning and the majority of them are used in a comprehensive manner. There is a strong correlation between these methods and improvements in project performance. Quality, safety and operational benefits are also high for the National Building Code and strict compliance to the National Building Code is the most important. Our research shows that the integration of strategic project management and regulatory compliance is important to the successful construction project management and the best way to achieve this is through the integration of these aspects of the project management for the construction project.
