Drone Warfare and Institutional Adaptation: Defence Transformation in the Ukraine and Nagorno-Karabakh Conflicts

Abstract

The rapid expansion of drone warfare has transformed contemporary military operations, defence governance, and institutional modernization processes across the international system. Unmanned aerial vehicles (UAVs) are no longer limited to reconnaissance and intelligence gathering but increasingly function as central instruments of offensive warfare, strategic surveillance, logistical coordination, and hybrid conflict management. Recent conflicts in Ukraine and Nagorno-Karabakh have demonstrated that drone technologies can significantly alter battlefield dynamics while simultaneously reshaping military doctrine, defence procurement, training infrastructures, and democratic governance structures.
This article examines how drone warfare contributes to institutional adaptation and defence transformation within technologically mediated conflict environments. Existing scholarship has extensively explored the operational effectiveness and ethical implications of drones; however, insufficient attention has been devoted to the institutional consequences of drone proliferation for military education systems, organizational structures, and defence governance frameworks. Addressing this gap, the article develops an interdisciplinary analytical framework combining securitization theory, military transformation studies, and institutional governance approaches.
Using qualitative comparative case analysis, the article investigates the role of drone systems in the Russia–Ukraine war and the 2020 Nagorno-Karabakh conflict. The study draws upon defence policy documents, military analyses, strategic reports, and academic literature to evaluate how emerging drone technologies influence military adaptation processes and strategic modernization.
The article argues that drone warfare accelerates a broader transformation from industrial-era military institutions toward digitally networked defence structures characterized by decentralized operational coordination, real-time intelligence integration, simulation-based training, and technologically adaptive command systems. At the same time, the proliferation of low-cost drones challenges traditional assumptions regarding air superiority, territorial defence, and strategic asymmetry.
A central contribution of the article is the concept of “democratized airpower,” referring to the growing ability of smaller states and non-state actors to acquire operational aerial capabilities previously monopolized by technologically advanced military powers. This transformation has significant implications for military strategy, defence governance, and democratic oversight.
The findings suggest that successful defence modernization increasingly depends not only upon technological acquisition but also upon institutional adaptability, cyber integration, ethical governance, and interdisciplinary military education. The article concludes that future defence institutions must balance technological innovation with accountability, legal regulation, and democratic legitimacy in order to maintain long-term strategic stability.
