The Evolving Landscape of Mental Health Awareness and Its Impact on Health Insurance Demand in Malaysia

Abstract
This study examines how rising mental health awareness in Malaysia relates to demand for health insurance. Using a qualitative design built on document analysis and thematic review, it draws on national health surveys, government policy documents, regulatory statements, and peer reviewed research published between 2019 and 2026. The findings show that awareness has grown substantially, with depression among Malaysian adults roughly doubling since 2019, and that consumers report strong willingness to pay for mental health coverage. This willingness has not translated smoothly into insurance uptake. Two factors block the relationship: insurers have historically been cautious about underwriting mental illness, and a broader affordability crisis, driven by medical inflation reaching fifteen percent, has made coverage of any kind harder to sustain. The study concludes that public awareness is not the limiting factor. Insurer product design and regulatory attention to underwriting practice matter more for closing the gap between awareness and actual coverage.
