An Integrated Operational Framework for National Champion Industrial Policy

Abstract
This paper argues that national champion strategies succeed not through firm-level support alone, but through alignment across industrial ecosystems, technological hierarchies, and spatial-industrial coordination. It develops the Ecosystem–Stack–Symbiosis (ESS) framework as a system-level sequencing logic linking institutions, capabilities, ecosystem formation, stack positioning, industrial symbiosis, and competitive selection.
Drawing on comparative illustrative cases, the paper shows that industrial outcomes depend less on isolated firm support than on alignment across institutional, technological, and industrial systems. Misalignment across these dimensions generates predictable failure patterns, while coordinated sequencing improves the likelihood of globally competitive firm emergence.
The paper contributes in three ways. First, it synthesizes fragmented literatures on industrial policy, innovation systems, techno-industrial competition, and industrial symbiosis into an integrated analytical framework. Second, it develops a functional sequencing logic explaining how national and industry champions emerge from broader industrial systems. Third, it proposes a stage-contingent governance architecture emphasizing competition, conditionality, transparency, and sunset discipline.
The ESS framework is intended as a theory-building and diagnostic architecture rather than a fully validated predictive model. Its principal contribution lies in providing a structured foundation for future comparative and empirical analysis of industrial transformation.
