Community Participation, Government Support, and the Sustainability of Solid Waste Management Programs of Top Performing Barangays

Abstract

This study determined the relationship between community participation, government support, and the sustainability of solid waste management programs in selected top performing barangays in one city in Negros Occidental this July 2026. Specifically, it assessed the level of community participation, government support, and the sustainability of solid waste management programs, as well as the significant relationships among these variables. The study employed a quantitative descriptive-correlational research design involving 100 barangay officials selected through quota sampling. Data were gathered using a researcher-made questionnaire that underwent content validation and reliability testing. Descriptive statistics, including mean and standard deviation, were used to determine the levels of the study variables, while Spearman’s rank-order correlation coefficient was employed to test their relationships. The findings revealed that respondents perceived community participation, government support, and the sustainability of solid waste management programs to be at a very high level. Correlation analysis showed no significant relationship between community participation and the sustainability of solid waste management programs. However, government support exhibited a statistically significant but weak negative relationship with program sustainability. These findings indicate that while community participation and government support remain important in implementing solid waste management initiatives, the long-term sustainability of such programs may also depend on other institutional, organizational, and environmental factors. Overall, the study underscores the importance of strengthening collaborative efforts, enhancing policy implementation, and promoting continuous stakeholder engagement to ensure the sustained success of solid waste management programs.
