Diagnose Before You Redesign: A Systems Perspective on Organizational Restructuring and Design

Abstract
Organizational restructuring remains a common response to persistent performance problems, even when the organizational conditions producing those problems have not been established with much precision. This article examines the reasoning that connects an observed performance problem with the choice of a redesign intervention. A structured integrative review was conducted using six Scopus search domains covering organizational design, restructuring and reconfiguration, contingency and fit, information processing and decision making, coordination and interdependence, and systems and socio technical perspectives. The searches produced 1,784 records; after deduplication and staged screening, the final analytical evidence set comprised 49 sources, including 44 contemporary analytical studies and 5 seminal theoretical works identified through citation searching. The review confirms that organizational diagnosis and problem intervention matching have established antecedents in organization development and systems research. The unresolved issue lies more specifically in how contemporary redesign practice translates visible performance symptoms into causal accounts of structural and nonstructural conditions before an intervention is chosen. The synthesis develops symptom cause ambiguity to describe the extent to which one observable problem admits several plausible organizational explanations, and diagnostic breadth to capture the range of causes considered, the relationships among them, and the evidence used to evaluate them. Intervention fit extends established fit reasoning by focusing on correspondence between diagnosed organizational causes and the mechanisms targeted by redesign. The resulting Diagnostic Fit Model positions restructuring as one contingent intervention within a broader organizational design problem and proposes that redesign effectiveness depends partly on the quality of the causal connection between diagnosis and intervention.
