Abstract
The conceptual paper proposes the historical evolution of the Malaysian Civil Service from its British colonial origins to its modern identity as a strategic integrator of national policy. It details how structural reforms led to the creation of the Public Service Department and the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) to improve state efficiency. Beyond historical context, the source examines organisational decision-making, highlighting the risks of paralysis by analysis when data usage is excessive and extinction by instinct when it is insufficient.
