Implementing Agricultural Food Security Programs in Bandung Regency, Indonesia: An NVivo-Assisted Qualitative Study

Abstract

Agricultural food security has become a strategic policy issue in Bandung Regency, where development pressures, uneven resource distribution, and institutional constraints influence the sustainability of local food systems. This study examines the implementation of the Agricultural Food Security Program and analyzes its supporting factors, constraints, and impacts. A qualitative case study approach was employed, with data collected through in-depth interviews, observations, and document analysis supported by NVivo-assisted coding. The analysis was guided by Edward III’s policy implementation model, focusing on communication, resources, bureaucratic structure, and implementer disposition. The findings show that the program has been implemented through formal and informal communication, inter-agency coordination, and the involvement of agricultural extension workers, farmer groups, village governments, and BULOG. However, implementation remains constrained by limited budgets, uneven distribution of agricultural inputs and infrastructure, shortages of extension personnel, administrative complexity, weak inter-institutional coordination, and agricultural land conversion. Despite these challenges, the program contributes to improved agricultural productivity, stronger local food availability, increased community participation, enhanced farmer empowerment, and greater public awareness of balanced nutrition across the region.
