Abstract
This study evaluated the relationship between Contract of Service (COS) management practices and perceived efficiency in public service delivery at the Philippine Carabao Center-Mindanao Livestock Production Center (PCC-MLPC). Using a descriptive-correlational design, the study surveyed the institution’s entire workforce of forty employees, including COS personnel and their direct supervisors.
Findings revealed that respondents generally reported high perceptions of recruitment fairness, supervisory support, motivation, and perceived job security, despite the temporary nature of COS employment. A notable paradox emerged, as respondents expressed a “Very High” perception of job security despite lacking legal tenure protections. This finding was interpreted in relation to transparent renewal communication, organizational culture, and the potential influence of social desirability bias in a small organizational setting.
