Navigating New Horizons Through the Lens of Customs Brokers

In today's globalized world, international trade is crucial to many businesses. Customs brokers play a pivotal role in understanding and interpreting these regulations. Hence, this study explored the experiences of customs brokers at the start-up of their customs brokerage firm in Cebu City, Philippines.
This study adopted an exploratory research design to examine the experiences of customs brokers during the start-up of their brokerage firms in Cebu City, Philippines. This study was conducted at the selected emerging customs brokerage firms in Cebu City, Philippines. The research informants for this study are the ten (10) licensed customs brokers who established their own star-up customs brokerage firms in Cebu City, Philippines. This study used a researcher-made interview guide consisting of three (3) parts, which was subjected to content validation by an expert. The research protocols were submitted for review to the University of Cebu Research Ethics Committee [UCREC] to obtain the Certificate of Protocol Approval. Then, the researcher visited each office of the customs brokerage firm to inquire about the schedule of the owner/director/manager or proprietor, and to conduct an informal, short orientation prior to data collection. The research informants were interviewed individually at their offices or at any place they felt comfortable and convenient, during their free time. The interview proceedings were audio-recorded, transcribed, processed, and subjected to thematic analysis. The proceedings of this investigation adhered to the ethical principles of beneficence, non-maleficence, justice, and autonomy. To ensure the trustworthiness of the study, the following criteria were adhered to: credibility, transferability, confirmability, and dependability.
The themes created for the positive experiences of the research informants in managing customs brokerage firms are Developing Professional Competence for Entrepreneurial Readiness, Complying with Regulatory and Administrative Requirements, Building Business Network: Widen Market Reach and Business Opportunities, Building Client Trust through Quality Service and Relationship Management, Maintaining Constructive Link with Government Bodies: For Smooth Transactions, Assuming Multifaceted Responsibilities in Start-up Operations, Ensuring Accuracy and Compliance Through Systematic Document ManagemenEarly Operations: Embracing Sole Responsibility, Leveraging External Support and Independent Contractors, Financial Management: Maintaining Financial Stability Through Prudent Cash Flow Management, Multifaceted Means of Acquiring Accreditation in the Bureau of Customs, Guidance and Support to Facilitate Accreditation, Experiencing Efficient and Positive Customs Transactions, and Developing Patience and Adaptability in Managing Procedural Delays. The themes emanated for the for the negative experiences of the research informants are Regulatory Compliance and Documentation Requirements and Intricate Transactional Variation at the Bureau of Customs: Antecedents of Operational Delays. The themes developed from the narratives of the research informants on the strategies employed in addressing the challenges encountered are Managing Complex Mix of Regulatory Compliance Challenges, Enhancing Operational Efficiency Through Structured Management Practices, Leveraging Knowledge in Overcoming Operational Hindrances, Establishing Trust and Competitive Positioning in a Saturated Market, Building Trust with Client in Customs Brokerage Service through Strategic Communication and Myriad of Operational Challenges: Optimizing Processes and through Operational Resiliency. Therefore, customs brokers who manage their own customs brokerage firms faced both positive and negative experiences in getting their businesses off the ground and sustaining operations. Since they started with limited funds, they leveraged their business networks to secure customers, particularly from friends. Also, they optimize the presence of online marketing tools to promote their service to a wide market.
