Abstract

This study examined the effectiveness of the utilization of School Maintenance and Other Operating Expenses (MOOE) by school heads in Libmanan 1 and Libmanan 2 Districts, Division of Camarines Sur, in relation to school performance improvement. It assessed the extent of utilization across training, special curriculum programs and activities, school supplies procurement, minor repairs of facilities, and utilities, as well as the effectiveness of MOOE in enhancing knowledge of tasks, financial accountability, liquidation management, disbursement management, use of accountable forms, and preparation of liquidation reports. Significant differences between the perceptions of school heads in the two districts were tested, and policy recommendations were formulated based on findings. The study employed a descriptive–evaluative–inferential design, with purposive sampling used to select respondents. Data were gathered through questionnaires rated on a five-point scale and analyzed using frequency counts, weighted means, percentages, and the Wilcoxon Mann Whitney U Test at a 0.05 significance level. Results revealed that MOOE was very much utilized, particularly in school supplies procurement (4.92) and minor repairs (4.86), while training received the lowest rating (4.61). Effectiveness was also rated very much effective, with preparation of liquidation reports (4.98) and liquidation management (4.95) ranking highest. Significant differences between districts were observed in most indicators, except for special curriculum programs and preparation of liquidation reports. Policy recommendations emphasized training programs to strengthen financial management skills, improved liquidation processes, and prioritized procurement of essential supplies. Findings underscore the critical role of MOOE in sustaining school operations and enhancing performance outcomes.
