The Effects of Green Management and Digital-Based Training on Human Resource Performance: The Mediating Role of E-Performance at the Regional Secretariat of Pidie Regency

Abstract

The performance of State Civil Apparatus at the Pidie Regency Regional Secretariat has not yet reached an optimal level; therefore, improvement efforts are required through the implementation of Green Management, digital-based training, and the optimization of the E-Performance system. This study aims to analyze the impact of Green Management and digital-based training on Human Resource (HR) performance, both directly and indirectly through the E-Performance system, at the Pidie Regency Regional Secretariat. A quantitative approach utilizing a survey method was employed. The study population consisted of all State Civil Apparatus personnel at the Pidie Regency Regional Secretariat, with a sample size of 116 respondents determined via the saturated sampling technique. Data collection was conducted through questionnaires, while data analysis utilized the Structural Equation Modeling-Partial Least Squares (SEM-PLS) method with the SmartPLS application. The results indicate that Green Management has a positive and significant effect on HR Performance (β = 0.337; p = 0.000) and E-Performance (β = 0.267; p = 0.001). Digital-based training also has a positive and significant effect on HR Performance (β = 0.174; p = 0.034) and E-Performance (β = 0.471; p = 0.000). Furthermore, E-Performance has a positive and significant effect on HR Performance (β = 0.428; p = 0.000). Mediation analysis results show that E-Performance mediates the effects of Green Management and digital-based training on HR Performance. The coefficient of determination (R²) of 0.650 indicates that the model explains 65.0% of the variation in HR Performance, while the remainder is influenced by factors outside the research model. These findings confirm that integrating Green Management practices, strengthening digital-based training, and optimizing E-Performance implementation constitute effective strategies for enhancing HR performance within the Pidie Regency Regional Secretariat
