Response to Reviewer’s Suggestion:

Thank you for your constructive feedback on the manuscript. We appreciate the suggestion to include a more robust sample size and spread, as well as input from industry professionals through individual in-depth interviews, to enhance the credibility and applicability of our conclusions and recommendations.

While we recognize the value of these suggestions, we would like to clarify that the data collection phase of the study has already been completed, and additional data collection is not feasible at this stage. However, we have ensured that the existing data set is methodologically robust and representative of the study’s scope and objectives. The sample was purposefully selected to capture diverse perspectives and ensure thematic saturation, which we believe adequately supports the conclusions and recommendations presented in the manuscript.

Regarding the inclusion of industry professionals, while their perspectives would undoubtedly add another dimension to the study, our analysis focused on the institutional challenges faced by the City of Windhoek in providing water and sanitation for the Havana Informal settlement because this population was most directly affected by and relevant to the research questions. To address the reviewer’s concern, we have strengthened the discussion section by acknowledging this limitation and recommending future research that incorporates the views of industry professionals to provide complementary insights.

We hope these clarifications and the added discussion on potential future directions address your concerns. We are confident that the findings, as presented, remain credible and provide valuable contributions to the field.
