The Influence of Work Environment and Work Motivation on Employee Performance Through Organizational Commitment as a Mediating Variable

Abstract
Employee performance plays a critical role in achieving organizational goals, particularly in public sector institutions where service quality and effectiveness are highly dependent on employees’ capabilities and commitment. This study aims to examine the effects of the work environment and work motivation on employee performance, with organizational commitment serving as a mediating variable. A quantitative approach was employed using a survey method. Data were collected from 120 State Civil Apparatus (ASN) employees working at the Manpower and Transmigration Office of West Sumatra Province through a structured questionnaire. The sampling technique applied was saturated sampling, where all members of the population were included as respondents. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM).
The results indicate that both the work environment and work motivation have positive and significant effects on employee performance. Furthermore, the work environment and work motivation significantly influence organizational commitment, which in turn positively affects employee performance. The mediation analysis reveals that organizational commitment partially mediates the relationships between work environment and employee performance, as well as between work motivation and employee performance. These findings suggest that improving employee motivation and creating a supportive work environment can strengthen organizational commitment and ultimately enhance employee performance.
This study contributes to the organizational behavior literature by extending previous research through the inclusion of work motivation as an antecedent of employee performance and by validating the mediating role of organizational commitment within the public sector context.
