Abstract
Across global education systems, increasing demands for accountability, innovation, and institutional resilience have underscored the importance of collaborative leadership and strategic reform initiatives in achieving sustainable school effectiveness. This study investigated the relationship between collaborative responsibility practices, school reform initiatives, and organizational outcomes among public junior high schools in the Schools Division of Romblon, Philippines. It assessed stakeholder perceptions, examined differences among respondent groups, determined the relationships among key variables, identified implementation challenges, and developed a Contextualized Enrichment Program to strengthen school improvement efforts.
A quantitative descriptive–comparative–correlational research design was employed involving 567 respondents consisting of supervisors, school administrators, teachers, and non-teaching personnel. Data were collected using a validated questionnaire and analyzed through descriptive statistics, one-way analysis of variance (ANOVA), Pearson product-moment correlation, and other appropriate inferential procedures at the 0.05 level of significance.
The findings revealed that collaborative responsibility practices were highly evident, with shared vision and responsibility, accountability mechanisms, and communication and transparency identified as the strongest dimensions. School reform initiatives were likewise highly implemented, particularly in governance, decentralization and accountability, and human and institutional capacity building. No significant differences were found among respondent groups, indicating a shared understanding of collaborative practices and reform implementation. Organizational outcomes, based on Office Performance Commitment Review Form (OPCRF) ratings, demonstrated consistently outstanding performance among participating schools. Furthermore, collaborative responsibility practices and school reform initiatives exhibited significant positive relationships with organizational outcomes. Nevertheless, challenges involving stakeholder participation, resource constraints, communication gaps, training adequacy, and adaptation to change were identified.
The developed Contextualized Enrichment Program was assessed as suitable, acceptable, and feasible. The study highlights that strengthening collaborative governance, participatory decision-making, professional capacity building, and evidence-informed reform strategies can enhance organizational effectiveness and promote sustainable school improvement.
