Abstract
Heritage destinations face a distinctive version of the digital transformation challenge faced by tourism generally: digital technologies promise improved visitor information, streamlined booking, and better visitor-flow management, but heritage sites also carry conservation obligations, resident populations, and small and informal operators whose interests do not automatically align with a purely visitor-facing digitalization agenda. This paper proposes a four-layer digital transformation framework for sustainable heritage tourism, which comprises digital infrastructure and access; visitor-facing digital services; heritage documentation, preservation, and cultural sustainability; and community governance, inclusion, and digital literacy. The sources of the synthesis are thirty peer-reviewed articles spanning tourism information systems, smart-destination and digital-transformation research, heritage-site visitor-management studies, and community-based and digital-divide tourism literature. Rather than treating digitalization as a uniformly beneficial upgrade, the review foregrounds the challenges and issues digital transformation raises for the communities living in and around heritage destinations: unequal digital access and literacy across residents, tourists, and operators; the risk that visitor-facing digital platforms accelerate overtourism and visitor-carrying-capacity pressure rather than managing it; the economic exclusion of small and informal operators from centrally administered digital platforms; cultural commodification and authenticity risks in the digital presentation of heritage; data-governance and privacy concerns arising from visitor-monitoring technologies; and the institutional and governance fragmentation that undermines the sustained, cross-stakeholder coordination digital transformation requires. Implications are drawn separately for residents, small and informal operators, destination managers and policymakers, and a phased implementation roadmap is proposed to sequence infrastructure, visitor-service, heritage-preservation, and community-governance investments rather than treating them as simultaneous or interchangeable. The paper concludes that digital transformation in heritage tourism is not merely a technology-adoption problem but a governance and equity problem, and that frameworks guiding it must treat community inclusion as a structural design requirement rather than an optional add-on.
