The Dual Nature of Financial Technology: A Systematic Review of Financial Inclusion, Systemic Risk, and Regulatory Adaptation in Emerging Economies

Abstract
The rapid proliferation of Financial Technology (Fintech) has fundamentally reconfigured the global financial services landscape with specific implications for emerging economies. While fintech is heralded as a transformative mechanism for financial inclusion and economic efficiency, its expansion simultaneously introduces complex vulnerabilities regarding data security, consumer protection, and systemic stability. This systematic literature review aims to synthesize theoretical and empirical evidence on fintech’s dual character as both a driver of innovation and a potential source of risk. Adopting the PRISMA methodology, this study examines 30 peer-reviewed articles retrieved from Scopus, ScienceDirect, and Google Scholar published between 2015 and 2024.. The synthesis reveals that fintech functions as a complex socio-technical system; while it significantly lowers entry barriers for underserved populations through alternative credit scoring and cost-efficient platforms, it concurrently precipitates new forms of "shadow banking" risks and regulatory arbitrage. The findings suggest that the net positive impact of fintech is contingent upon adaptive regulatory frameworks and robust financial literacy. This study identifies theoretical gaps and proposes an integrative governance model to balance digital innovation with market integrity.
