INTRODUCTION

Tourism is a powerful socio-cultural and economic phenomenon that drives the movement of people across destinations for various purposes, including business, leisure, and cultural exchange (Kumudumali, 2020). Tourism is a key element incorporated into the 2030 Agenda for Sustainable Development, aligning with several Sustainable Development Goals (SDGs). SDG 1 targets the eradication of poverty, highlighting tourism’s potential to generate economic opportunities. Furthermore, SDG 2 – Zero Hunger recognizes tourism’s indirect contributions to addressing hunger through economic development and local empowerment. SDG 8 focuses on decent work and economic growth, acknowledging tourism as a significant job creator. Additionally, SDG 9 emphasizes tourism’s role in fostering innovation and enhancing infrastructure, while SDG 15 underscores the need for sustainable tourism policies that protect natural ecosystems.

In the Philippines, tourism has become an essential driver of economic growth, especially in regions that offer natural attractions. Adventure tourism, in particular, has gained momentum due to the country’s rich biodiversity and scenic landscapes, offering visitors unique experiences such as hiking, waterfall explorations, and eco-friendly adventures. As tourism continues to grow, it is important to consider how local attractions, like Casat Falls in Nueva Vizcaya, can be developed sustainably to ensure that they provide both economic benefits and preserve the environment.

Nueva Vizcaya, known for its diverse natural attractions, has the potential to become a leading ecotourism destination in the Philippines. One of its most notable attractions is Casat Falls, located in Barangay Casat, Bayombong. Despite its natural beauty, Casat Falls faces several challenges related to infrastructure, environmental sustainability, and community engagement. There is currently a lack of adequate tourist facilities, such as restrooms and picnic cottages, and the absence of proper signage and safety measures hinders its full development as a tourist destination. Addressing these gaps is crucial for enhancing the visitor experience while protecting the environment and supporting local livelihoods.

This study uses qualitative research methods, including interviews with key informants in Barangay Casat, such as the Barangay Captain, Barangay Councilors, Tricycle Driver, Business Owner and Community Leader. The main objectives of this study are: (1) to assess Casat Falls in Bayombong, Nueva Vizcaya according to DENR Preliminary Site Evaluation based on the following: Natural Attractions, Accessibility, Protection Measures, Security Management,  Authority, Sufficient Fund, Compliance and Impacts (2) To evaluate the current status of Casat Falls using strengths, weaknesses, opportunity and threats (SWOT) analysis through ocular visits and interviews and (3) to draft and present recommendations for Casat Falls to be a local tourism gem. Through these objectives, the study aims to contribute to the development of Casat Falls as a sustainable ecotourism site that benefits both the local community and the environment.

Moreover, this study is the first academic research focused on Casat Falls in Nueva Vizcaya, making it unique and pioneering. It explores both the environmental and social aspects of Casat Falls, which have not been examined before. The study employs the DENR Preliminary Site Evaluation (2019), a vital tool for understanding and mitigating the potential environmental impacts of tourism activities, placing this research at the forefront of sustainable tourism assessment methodologies in the region.  As the first study of its kind, this research serves as a foundational step for future studies in Nueva Vizcaya. By filling a critical research gap and employing advanced tools, this study enhances understanding of Casat Falls. It not only achieves an academic milestone but also initiates a significant project that deepens local insights into this unique tourist attraction, ultimately benefiting the local community and policymakers.

METHODOLOGY

The study utilized an inductive qualitative analysis approach, specifically through interviews, to interpret the perspectives of respondents on Casat Falls in Casat, Bayombong, Nueva Vizcaya being a local tourism gem. The focus areas included natural attractions, accessibility, protection measures, safety and security management, authority, sufficient funding, compliance and impacts. Also, the strengths, weaknesses, opportunities, threats, and respondents’ recommendations for enhancing Casat Falls as a local tourism gem were explored and gathered.

Twelve key informants were interviewed, including one barangay captain, four barangay councilors, five tricycle driver, one business owner and one community leader. The data collection includes interviews, ocular visits, document scanning, and photo documentation and subsequently transcribed the respondents’ answers for a detailed analysis. This methodology was chosen for its effectiveness in providing detailed, context-specific insights in evaluating Casat falls to be a local tourism gem.

FINDINGS

Section 1. Casat Falls in Bayombong, Nueva Vizcaya according to DENR Preliminary Site Evaluation

Natural Attractions

Natural attractions are named features which appeal to tourists because of the nature of the landform or the beauty of the landscape in which the attraction is set (Goron, 2020). Casat Falls has three layers. The first and second stations are shallow, where tourists can paddle. However, at the third station, tourists can swim and dive. The estimated height for diving is 23-24 feet, while the water depth is around 4 feet. The water at Casat Falls is cold, refreshing and clean, making it perfect for summer. The source of the water, known as “puswak,” is a free flow from the mountains above, ensuring a fresh and continuous supply. The falls are surrounded by many trees and feature both large and small rocks, offering spots where tourists can sit and relax. Additionally, there is a small cave located within the waterfalls. Casat Falls has the potential to become a well-known destination, boosting local tourism development.

While the unique features of Casat Falls make it attractive, its potential can be fully realized with proper environmental strategies and sustainable tourism practices. For instance, preserving the integrity of the “puswak” source is critical to maintaining water quality and ensuring a steady supply. Introducing restrictions on activities near sensitive areas such as the cave or vegetation surrounding the falls can help protect the ecosystem. An environmental impact assessment or (EIA) is necessary to evaluate how increased tourist activities might affect the water source, vegetation and wildlife, ensuring sustainable development without causing environmental degradation.

Accessibility

Accessibility ensures that everyone, including people with disabilities, can enjoy experiences such as visiting waterfalls easily and independently. Casat Falls is indeed accessible; however, some improvements can be made such as putting some railings and signages because there are some areas that are slippery especially along the waterfalls.  Moreover, the road from the registration area to the waterfalls is rough and unpaved, making it difficult to navigate. Improvements to this section of the road are necessary to ensure safer access for tourists.

Improving accessibility is not just about convenience; it also broadens the potential market for Casat Falls. Enhancing the road conditions and adding railings can make the site more appealing to families, elderly tourists and persons with disabilities. Collaborating with travel agents and stakeholders can amplify these efforts. For example, partnerships with transportation providers can ensure accessible and safe routes, while local businesses can contribute funds for road improvements. These measures should be featured in a broader marketing strategy that positions Casat Falls as an inclusive destination, appealing to a wider audience.

Protection Measures

Protection measures are essential to ensure safety and environmental preservation. During the visit, the researchers observed that the cottages are old and need renovation, and as much as possible, be located in a safer place away from the high areas. Moreover, there were no garbage bags or trash bins and there were some bottles of alcohol thrown in the falls, as well as plastics scattered anywhere.

The lack of adequate waste management and deteriorating facilities undermines the natural beauty of Casat Falls. Introducing eco-friendly trash bins and waste segregation points throughout the area can address littering. Conducting regular clean-up drives in collaboration with environmental organizations and community volunteers can help maintain cleanliness. To ensure long-term sustainability, implementing environmental strategies such as “leave no trace” policies or eco-tourism certifications can encourage responsible behavior among visitors. An environmental impact assessment can also identify the most vulnerable areas and suggest measures to minimize environmental damage.

Safety and Security Management

Security management is essential for identifying, assessing, and mitigating risks to protect people and assets. Before tourists go to the falls, they need to log in at the registration area. This is to monitor the tourists who visit Casat Falls and will help in case of an emergency. Afterward, tourists will pay the entrance fee, parking fee, and environmental fee. Also, the caretaker will give instructions to the tourists on the way to Casat Falls.

While current safety measures are commendable, more robust systems are needed. Training caretakers in first aid and emergency response can improve their preparedness to handle accidents. Adding safety signs near swimming and diving areas, particularly with multilingual translations, will enhance tourist awareness. Developing a resolution mechanism for disputes or emergencies, such as a dedicated legal consultation team, can protect both visitors and management. This will ensure smoother operations and enhance the reputation of Casat Falls as a safe destination.

Authority

Authority is defined as the legitimate power or right to make decisions, issue commands, and compel adherence within a specific domain. As the researchers visited Casat Falls in Bayombong, it became clear that local village officials are responsible for its upkeep. Casat Falls has a caretaker who monitors and is in charge of the entrance and exit of the tourists. These officials are responsible for the rules and guidelines. Nonetheless, the absence of signages in the area make it difficult for visitors to know what they are supposed to do.

Strengthening the role of local authorities can greatly improve the management of Casat Falls. Providing them with training in eco-tourism management and hospitality will empower them to implement sustainable practices. Collaboration with stakeholders, including tour operators and environmental experts, can enhance their capacity to manage resources effectively. Highlighting these efforts in a broader marketing strategy can attract tourists who value well-managed and environmentally responsible destinations.

Sufficient Fund

A sufficient fund is a financial reserve or amount of money that meets or surpasses the minimum requirement for a given purpose, such as covering expenses, supporting a project, or ensuring financial stability. During the visit of the researchers, there were no bathrooms, which is very inconvenient for the visitor, and there was only one cottage. The designated swimming areas and safety instructions are not visible, and the paths are not well-marked. Moreover, trash cans are only available in a registration area at the bottom of the falls which may contribute to litter in other parts of the park.

Addressing funding challenges is critical for improving facilities at Casat Falls. Introducing eco-tourism fees, securing grants from environmental organizations, or forming public-private partnerships with local businesses can generate additional revenue. These funds can be allocated to building comfort rooms, renovating cottages, and installing proper signage. Marketing Casat Falls as a sustainable tourism destination can also attract investors and eco-conscious travelers, ensuring a steady source of funding.

Compliance

In general, compliance refers to adhering to laws, regulations, norms, and specifications that apply to a particular organization or industry. Barangay Casat has complied with the municipal ordinances of Bayombong, Nueva Vizcaya, particularly those outlined in Section 45. These ordinances are designed to promote effective waste management and environmental responsibility within the community. The ordinances prohibit specific actions such as littering and the improper disposal of garbage in both public and private places. This practice is important in minimizing environmental impact and promoting recycling efforts. Also, Barangay Casat makes sure that residents follow the waste collection schedule to keep the area clean and avoid pollution.  Moreover, in alignment with Section 46, Barangay Casat follows the rules of Republic Act No. 9003, showing a strong commitment to proper waste management. This helps to protect the environment and to ensure long-term sustainability. Also, to ensure adherence, penalties as outlined in Section 47 are imposed for any violations.

While compliance with regulations is commendable, enforcement and community involvement are equally important. Educating residents and visitors about the importance of these ordinances can strengthen their implementation. Collaborative initiatives with environmental groups and schools can further promote awareness and commitment to waste management.

Impact

The term impact refers to an event, activity, or phenomenon’s major and long-term effects or influence on individuals, communities, or systems. Positive effects can enhance the local economy and create jobs, while unchecked negative impacts can cause harm. Researchers observed that Casat Falls positively impacts the local community by benefiting traders and guides through tourism. However, better infrastructure is needed, particularly in facilities like toilets, accommodation, and clear warning signs. To enhance tourist satisfaction at Casat Falls, several improvements are recommended. Adding railings along the paths leading up and down the falls will ensure safety, providing tourists with support during their hike. Installing comfort rooms for visitor convenience, along with clear signages to guide tourists, will significantly improve their experience. Enhancing visitor experience and ensuring sustainability requires educating visitors about environmental protection and improving these facilities. Building infrastructure, such as tourist facilities and roads, demands teamwork and government collaboration to preserve the environment and cultural heritage. Also, digital platforms can raise awareness and attract tourists, helping local communities grow economically. Encouragement from barangay SK Kagawad and using social media for promotion are also essential.

Maximizing the positive economic impact of Casat Falls requires balancing development with sustainability. Creating partnerships with local artisans and food vendors can further stimulate the local economy. A broader marketing strategy that highlights community involvement can attract socially conscious travelers, further boosting economic benefits.

Section 2. Current Status of Casat Falls Using Strengths, Weaknesses, Opportunity and Threats (SWOT) Analysis Through Ocular Visits and Interviews.

Strengths

A breathtaking view is essential for attracting tourists to waterfalls, enriching their experience by providing aesthetic enjoyment and a sense of awe. This visual appeal set against a backdrop of natural beauty has a significant impact on visitor satisfaction and stimulates return visits (Breiby, 2014). Indeed, during the site visit, the researchers observed that the waterfalls have a unique strength because of the breathtaking views and other features. The breathtaking sight of water flowing down, combined with the surrounding plants and rocks, produces a lovely and soothing mood, the sound of the water and the pleasant mist enhance the overall experience, making waterfalls a favorite site for many people. Additionally, Notably, Casat Falls consists of three layers, with clean water throughout. Additionally, there is a cave located within the waterfalls, which further enhances the natural allure of the site. The community surrounding Casat Falls is known for being hospitable, which creates a welcoming atmosphere for tourists. Hence, with the help of their barangay SK Kagawad and through promoting on social media platforms, the majority of the informants mentioned that it really helped Casat falls to boost visitors and tourists. Moreover, the barangay officials have contributed by maintaining cleanliness, ensuring safety, and providing cultural insights to enrich the visitor experience.

Weaknesses

Having destination management could increase the destination’s competitiveness while enhancing sustainability and removing or reducing present and future issues which can enhance visitor experiences (Haid et al., 2021). During the site visit, the researchers saw that the cottages were not in good shape and there were no restrooms for visitors to change clothes, so, it is wise to address these issues so that visitors can have a better overall experience. Furthermore, it was mentioned by the informants that the road and walk path going to the falls is not paved and cemented making it difficult to navigate. Furthermore, there are limited funds for the beautification and maintenance of the area. The parking space is also limited, which can lead to congestion during peak times. There is a lack of monitoring staff, and the absence of railings poses safety concerns.

Opportunities

Competing attractions, community conflicts, and environmental factors become adversaries that must be faced with resilience and ingenuity. The area around Casat Falls offers numerous opportunities. There is potential for income generation from tourists, especially as travel recovers in the latter part of the pandemic. The promotion of Casat Falls by tourism officers, vloggers, and social media platforms can increase its visibility and attract more visitors. A partnership between the community and the municipality of Bayombong could lead to improved infrastructure and better management. Furthermore, the presence of another waterfall nearby can enhance the appeal of the area, providing more options for tourists.

Threats

Threats are factors that can or have the potential to harm an ecotourism site (MetaFuro, 2020).  Several threats may hinder the success of Casat Falls. The presence of another waterfall in the neighborhood could divert tourists away. There are also issues with people asserting ownership of the falls, which could lead to disputes. During the interview, the Barangay Captain of Barangay Casat mentioned that the document regarding the MOA (Memorandum of Agreement) is not yet available but the terms of the agreement are already being followed wherein the income generated by the Casat Falls are divided into two, with 70% is going to the barangay and 30% given to the lot owner.  Furthermore, limited water current during summer is also the complaints of most tourists. While this problem may be a threat considering the effects of climate change in many parts of the world, proper intervention of concerned government agencies is needed as this will also affect their tourism operations.

Section 3. Recommendations for Casat Falls to be a Local Tourism Gem

According to the Department of Tourism (2024), a local gem is a place, attraction or feature of great importance in the local community that may not be widely known and recognized by visitors. People often admire these places for their beauty, cultural significance or unique character. Based on the study results, there are things that need to be done to make Casat Falls a local tourism gem. These include constructing cottages and providing restrooms, especially for women, as highlighted by multiple informants. Additional recommendations focus on the need for staff training to improve management and maintenance of the site. Informants also emphasized expanding the parking area, improving the road leading to the falls, and installing signage or tarpaulins to guide visitors. Reasonable entrance and parking fees were suggested to encourage more tourists without imposing a financial burden. Promotion of Casat Falls was also identified as crucial. Informants recommended advertising to increase visibility and attract more visitors, which would in turn boost the local economy. Moreover, adding new attractions, such as flower gardens or other enhancements, was proposed to further captivate tourists and improve the overall appeal of Casat Falls. Ensuring security and maintenance were also considered key factors in sustaining its attractiveness as a tourist destination.

CONCLUSIONS

Based on the findings of this study, the following conclusions are derived:

In general, Casat Falls has a significant opportunity to stimulate local tourism and the economy.

By addressing its weaknesses and threats while maximizing its strengths and opportunities, Casat Falls can improve its appeal and sustainability, leading to benefits for the entire community.

  1. Some important recommendations include the addition of more amenities like cottages and restroom facilities, with a focus on catering to the needs of female visitors. The importance of training the staff to efficiently manage and maintain the site for improved organization and visitor satisfaction was also highlighted. Furthermore, it is important to make infrastructure enhancements, including the expansion of parking areas, road paving, and the improvement of signage with tarps, all the way from the beginning of the trail to Casat Falls, to ensure better accessibility and a more enjoyable experience for visitors. Implementing reasonable entrance and parking charges can also significantly draw in more visitors. Additionally, promoting Casat Falls through advertising can attract more tourists and generate increased income for the local community. Finally, enhancing security and adding more attractions, such as planting additional flowers can help.

RECOMMENDATIONS

In light of the findings of the study, the following recommendations are made for Casat Falls to be a local tourism gem in Bayombong, Nueva Vizcaya:

Recommendation for the Bayombong Local Government Unit

For the improvement of the tourism experience in Casat and the sustainable development of its attractions, the provincial or municipal government should prioritize several key infrastructure upgrades by constructing comfortable picnic cottages near the waterfalls that would enhance visitor experience and enjoyment, elevating the area’s appeal as a tourist hotspot. These cottages could be designed to seamlessly put together with the natural surroundings, ensuring minimal environmental impact while providing a unique lodging experience. Also, the construction of visitor restrooms is imperative for ensuring hygiene and comfort. Proper restroom facilities would meet the basic needs of tourists, enhancing their overall experience and encouraging return visits and regular maintenance is important to keep these restrooms clean and functional.

Furthermore, the development of roadways and parking spaces is vital to cater to the growing number of visitors. Well-paved roads would enhance access to the falls, making travel safer and more convenient for visitors. Adequate parking spaces would also prevent congestion and offer a hassle-free experience for tourists, further contributing to the area’s reputation as a well-organized destination. Including also the installation of clear and informative road signs for visitors would vastly improve navigation and accessibility. Signages should include directions to the waterfalls, details about local attractions, and safety guidelines. This would not only enhance the tourist experience but also promote safety and awareness about the site.

To implement these recommendations, securing financial aid from the provincial or municipal government is essential. The construction of cottages, restrooms, improved roadways, parking spaces, and road signages would require substantial funding. Therefore, a collaborative effort between local authorities and the government is necessary to allocate the necessary resources. This investment would not only boost tourism but also contribute to the local economy and community development, ensuring the long-term success of Casat Falls as a premier tourist destination.

Recommendation for Provincial Tourism and Culture Office

The Provincial Tourism and Culture Office should consider implementing comprehensive capacity training programs for local residents to improve the appeal and sustainable management of Casat Falls. These programs should cover various aspects such as tourism awareness, hospitality best practices, guided tour training, safety protocols, and environmental conservation practices. Providing locals with these skills will enable them to interact confidently with visitors, enhancing their experiences while preserving the natural beauty of Casat Falls.

In addition to the training programs, it is crucial to develop a strategic promotion strategy that includes traditional and digital media channels. This involves creating visually appealing promotional materials like brochures, posters, and a dedicated website that showcases the attractions and resources of Casat Falls. Social media platforms, collaboration with influencers, and engagement with local media outlets will further enhance outreach efforts. Furthermore, organizing events and campaigns centered around Casat Falls, such as cultural festivals and photo contests, will attract diverse visitor demographics. The continuous engagement with the community and stakeholders is important to ensure sustained support and alignment with tourism development goals. This approach will foster a vibrant and responsible tourism ecosystem around Casat Falls.

Recommendation for the Barangay Local Government Unit

For Barangay Casat to enhance its tourism potential sustainably, several strategic steps can be implemented. Setting affordable and reasonable entrance and environmental fees is crucial. These fees should strike a balance between accessibility for visitors and generating funds for the preservation and maintenance of the natural environment. This approach not only supports ongoing conservation efforts but also ensures that the community benefits economically from tourism activities. Including also the assigning of security personnel is important to ensure the safety of visitors and the protection of the natural surroundings.

Also, trained caretakers can also serve as guides, providing valuable information about the area’s cultural and ecological significance. This dual role enhances the visitor experience while safeguarding the integrity of the environment. Establishing a community-based tourism association could be important. This relationship would unify local stakeholders, community members, and authorities to oversee tourism development comprehensively. By coordinating efforts, the association can promote sustainable practices, manage visitor flows, and implement educational programs that foster community engagement and empowerment.

Moreover, diversifying tourism offerings beyond Casat Falls to include other potential attractions is advisable. Developing nature trails, cultural experiences, or eco-friendly accommodations can attract a broader range of tourists and extend their stay, thereby boosting local economic opportunities. Additionally, investing in training programs and capacity building for community members involved in tourism is important. These programs can enhance hospitality skills, guiding, environmental stewardship, and customer service, ensuring that local residents are well-equipped to provide quality experiences to visitors.

Also, forging strong partnerships with provincial tourism and culture offices is essential these collaborations can provide valuable support in terms of training resources, promotional materials, and regulatory guidance. By working together, Barangay Casat can align its tourism efforts with regional development goals and sustainability principles, ensuring long-term benefits for both visitors and the community. Implementing these strategies holistically can position Barangay Casat as a model for sustainable tourism development, where economic growth harmoniously coexists with environmental conservation and community well-being.

Recommendation for Saint Mary’s University

To elevate Casat Falls as a top tourist spot, Saint Mary’s University has the opportunity to develop new attractions that complement the falls’ natural beauty. This could involve establishing nature trails, creating panoramic viewpoints, and showcasing nearby cultural sites to enrich the visitor experience.

Collaborating with Barangay Casat for an Adopt-a-Tourist Spot program would be valuable for environmental conservation and sustainable practices. Improving infrastructure, such as pathways, picnic areas, and viewing platforms, would not only enhance visitor accessibility but also ensure a safe and pleasant experience for tourists.

Integrating local art and cultural elements into the site’s design would deepen its appeal and connection to the region’s cultural heritage. SMU students, especially tourism and hospitality students, could contribute by creating promotional materials, raising awareness about Casat Falls, and attracting a wider audience, thereby supporting sustainable tourism development. Through these initiatives, Saint Mary’s University can significantly contribute to enhancing and promoting Casat Falls as a premier tourist destination while preserving its natural and cultural integrity for generations to come.

Recommendations to the Hospitality and Tourism Management

In light of the findings from the Casat Falls study, it is recommended that the Ecotourism course within the Hospitality and Tourism Management program at Saint Mary’s University incorporate practical case studies and community-based projects like the development of Casat Falls. This hands-on approach would provide students with real-world experience in identifying and addressing the challenges faced by local tourism sites. Key areas of focus should include community engagement, where students work closely with local communities to understand their needs and involve them in the planning and development process, ensuring sustainable and culturally respectful tourism practices. The course should also emphasize infrastructure and facility planning, teaching students how to assess and recommend improvements for basic tourism infrastructure, such as building cottages, clean restrooms, accessible roads, and clear signage, which are essential for developing a site like Casat Falls.

Sustainable practices should be a core component, highlighting the importance of waste management, preservation of natural resources, and eco-friendly construction methods to maintain the natural beauty of ecotourism sites. Additionally, the course should equip students with marketing and promotion skills to create effective strategies that promote local attractions like Casat Falls while emphasizing their unique ecological and cultural features. Enhancing visitor experience through the development of amenities, safety measures, guided tours, and educational programs should also be a focus, ensuring tourists are informed about the environment and local culture. Finally, students should learn the importance of feedback and continuous improvement, implementing systems for collecting visitor feedback and using it to enhance services and facilities, ensuring that the site remains attractive and relevant to tourists. Integrating these elements into the Ecotourism course will provide students with valuable insights and skills, contributing to the growth of sustainable tourism in the region.

Recommendation for Casat Falls to Become a Local Tourism Gem

Casat Falls can become a popular local destination with several key improvements. Constructing comfortable cottages and clean, accessible restrooms will enhance visitor comfort. Properly trained staff will ensure efficient site management, while ample parking and paved roads will improve accessibility. Clear signage and reasonable entrance fees will attract more tourists. Also, promoting the falls through various platforms will boost visibility. Enhanced security and attractions like floral displays will add to the appeal. Maintaining cleanliness and providing safe swimming areas with lifeguards are essential. Picnic spots, guided tours, and walking paths will offer enjoyable experiences.

Furthermore, highlighting local culture through events and activities can draw more visitors. Ensuring safety with first aid stations and involving the community in preservation efforts will foster pride. Sustainable practices are crucial for conservation. An active online presence will keep visitors informed. Local food and souvenir stalls, collaborations with community enterprises, and accessibility for people with disabilities will enhance the experience. Regularly addressing visitor feedback will continuously improve services.

These measures will transform Casat Falls into a beloved attraction, boosting the local economy and fostering community development.
